Instructions
- Heat vegetable oil in a large pan over medium heat.
- Add garlic and ginger, sauté for 1 minute.
- Add cabbage, bell pepper, and carrots, stir-fry for 5-7 minutes.
- Pour in soy sauce, sesame oil, and rice vinegar, stir well.
- Cook for an additional 2-3 minutes.
- Garnish with green onions before serving.
